Harm Reduction Supplies by Mail

Individuals with a Maryland mailing address can request free harm reduction supplies. This mail order program is part of BHSB’s commitment to supporting the health, dignity, and safety of people who use drugs, their loved ones, and the broader community.

What’s Available?

Through this program, you can request a variety of harm reduction supplies, including those below. Other types of supplies may be available in the future. Supplies are shipped discreetly and at no cost.

    • Naloxone (like NARCAN®) is available in easy-to-use nasal spray form for the reversal of opioid overdose, which can otherwise be fatal. Using naloxone saves lives.
    • Fentanyl and Xylazine test strips are drug checking tools that people who use drugs can use to test drugs before using them. When used correctly, they can indicate whether or not fentanyl or xylazine is contained in the drugs being checked.
    • Drug checking test strips from this program are NOT permitted to be used for urinalysis or any other purposes except for checking drugs.

Who Can Request Supplies?

Anyone who has a Maryland mailing address can request supplies. You do not need insurance, ID, or any form of payment. All requests are confidential.

It typically takes 7–10 business days from the date of your request for your order to be delivered. If you are in more urgent need of naloxone or drug checking supplies, don’t wait. Find an Overdose Response Program near you or visit the nearest Maryland pharmacy that stocks naloxone.

How Do I Request Supplies?

  1. Fill out the request form with your contact information. Watch the Overdose Response Program training video and pass the quiz. Choose the supplies you need.
  2. Once we receive your request, we’ll process it within 4-6 business days. We’ll then package and ship your supplies directly to you.
  3. Supplies typically arrive within 7–10 business days.

If you have questions or need help with the form, please email harmreduction@bhsbaltimore.org.

Why Does This Matter?
