LEAD Program: Empowering Officers to Address Behavioral Health and Poverty Challenges
LEAD (Law Enforcement Assisted Diversion) Program
The LEAD program allows officers in the central district to refer individuals suspected of eligible offenses to intensive case management services instead of arrest. This is particularly for those whose behavior may stem from unmet behavioral health challenges or poverty.
How to Make a Referral:

- Online: Click here to log in and submit a referral.
- Phone: Call the LEAD team at 443-833-4615 during operational hours (Monday to Friday, 10 AM – 6 PM) for a warm handoff on scene. Outside these hours, a team member will follow up the next business day.
- Alternative: Call 988 outside operational hours to submit a referral.
