Maryland Harm Reduction Training Institute™

The Maryland Harm Reduction Training Institute™ (MaHRTI™) is a program of the Bmore POWER™ team at BHSB with expert trainers with experience working in drug user health, overdose prevention, and harm reduction settings.

Our team currently provides training at no cost to Baltimore City Opioid Restitution Fund (ORF) grantees. Training is customized to meet unique organizational needs, locally tailored, oriented towards direct service workers who have lived and living experience with drug use, and aligned with the principles that have always guided our work.

All of the Bmore POWER team’s MaHRTI work is funded by the Baltimore City Opioid Restitution Fund. No federal or state funds are utilized to support these activities.

Training Availability

We have an array of stock trainings which are ready to deliver upon request, but we encourage requesters to discuss their unique training needs with us so that we may develop custom content that meets each organization’s specific needs.

Training is primarily available in-person throughout Baltimore City, but virtual options may be available. Development of supportive resource materials and other ongoing support may also be available if indicated.

Considerations for specific audiences

BHSB Sub-vendors, MDH and MOOR grantees, SSPs/OADPOPs

BHSB Sub-vendors
Sub-vendors of BHSB may be assigned an Overdose Prevention Organizational Deliverable within their contract documentation. While MaHRTI training is only available to Baltimore City ORF grantees, other support may be available. Email your BHSB Program Lead or preventoverdose@bhsbaltimore.org for assistance in achieving the Overdose Prevention Organizational Deliverable.

Maryland Department of Health (MDH) and Maryland’s Office of Overdose Response (MOOR) grantees
For nearly six years, MaHRTI served as MDH’s statewide provider of harm reduction and overdose prevention training. BHSB ceased these statewide training operations in July 2025. Though we still operate under the same name, our scope of services has changed and organizations that were previously able to receive MaHRTI training may no longer be eligible.

Organizations that are MDH ACCESS or MOOR ORF grantees are not automatically eligible to request MaHRTI training unless they are also Baltimore City ORF grantees.

Syringe Services Programs (SSPs) or Opioid-Associated Disease Prevention and Outreach Programs (OADPOPs)
For MDH ACCESS grantees that operate authorized syringe services programs (SSPs or OADPOPs), MaHRTI training is unable to fulfill the contractual requirements of ACCESS grants. City ORF grantees operating SSPs may still utilize MaHRTI training but should also refer to the MDH Office of Harm Reduction’s website and POINT Center MD for additional required training and technical assistance resources.
