Aliya Jones MD, MBA, FAPA, FASAM

Dr. Aliya Jones is the Chief Executive Officer of Clifton T. Perkins Hospital Center, Maryland’s only maximum-security facility dedicated to delivering care to forensic psychiatric patients. Previously, she served as the inaugural Executive Medical Director of Behavioral Health for Luminis Health, where she oversaw services at Anne Arundel Medical Center, Doctors Community Medical Center, McNew Family Medical Center, and associated community-based programs. In that role, she provided leadership across all aspects of the Behavioral Health Service Line—including strategic planning, operational management, resource allocation, and educational initiatives—while supporting Luminis Health system leaders in achieving critical strategic initiatives focused on population health and total cost of care.

Prior to her tenure at Luminis Health, Dr. Jones served as the Deputy Secretary of the Maryland Department of Health’s Behavioral Health Administration from January 2020 until May 2022. In that capacity, she was responsible for Maryland’s Public Behavioral Health System, serving over 300,000 individuals and ensuring system stability throughout the COVID-19 pandemic. As Deputy Secretary, Dr. Jones spearheaded significant improvements in crisis services, behavioral health equity, peer recovery, involuntary commitment, and quality of service delivery. She also served as Chair of the Maryland Crisis Services Workgroup, Co-Chair of the Opioid Death Disparity Task Force, Vice Chair of the Maryland Commission on Health Equity, and Co-Lead for Maryland’s Monoclonal Antibody Initiative.

Before joining MDH, Dr. Jones spent seven years with Bon Secours Baltimore Health System as Chair of the Department of Behavioral Health and Chief of Psychiatry, where she managed a multidisciplinary team and oversaw the clinical and operational performance, quality improvement, and expansion of 19 departmental programs.
