Prior to his retirement, Alan served as the Executive Director of the Maryland Governor’s Office for Crime Control and Prevention and in private sector as both an attorney and a consultant. He has also served as Chief of Administration for Baltimore Substance Abuse Systems, Inc., (BSAS).
Since the late 1990’s, he has been a member of the BSAS Board of Directors and recently served as Board Treasurer. He has served in a wide variety of capacities, including an Army intelligence officer, a police officer and sergeant, and a Baltimore City prosecutor for over twenty years, during which time he contributed significantly to the design of the state’s first Drug Treatment Court. Alan earned his Bachelor of Arts from Princeton University and his law degree from the University of Baltimore.
