There are a range of services available in Baltimore City to help people who are looking for support and treatment for mental health and/or substance use.

The Maryland Crisis Stabilization Center (A link to a .pdf is present)is open 24/7 and is a place for people under the influence of alcohol or drugs to get sobering services and other support. They accept walk-ins at 2700 Raynor Ave, Baltimore, MD 21216. Call 443-438-3509 to learn more.

Recovery Support

Recovery is a process of change through which individuals improve their health and wellness, live self-directed lives, and strive to reach their full potential. The process, unique to each person, involves transcending shame and stigma, experiencing an increased sense of self-efficacy, purpose, and direction in life, and increasing connections to family, community, or social support.

Outpatient Civil Commitment

Do you have a loved one who struggles with a mental illness that has led to hospitalization?  Do they need help connecting or staying connected to outpatient mental health services? There is a program that may be able to help them.

The Outpatient Civil Commitment (OCC) program is a pilot program in Baltimore City that assists people who are not well-connected to mental health services get connected and stay connected to care. There is no cost for this program, and it does not matter what type of insurance you have. Many people choose to participate in the program voluntarily, but there is a path for involuntary admission into the program for those who qualify.

The OCC program is a partnership between the Maryland Department of Health, Behavioral Health Administration (BHA), Behavioral Health System Baltimore (BHSB), National Alliance on Mental Illness (NAMI) Maryland, the Mental Health Association of Maryland (MHAMD), and Bon Secours.

Capitation

Capitation programs are responsible for the provision of mental health care and linkage to/coordination with somatic care including dental, vision, medication, and substance use services.  Services are provided through a team of mental health professionals who work directly with the member and their supports to address the complex needs of those living with serious and persistent mental illness.
